Phyllis Morgan is a PhD candidate in Nuclear Engineering at the Pennsylvania State University working on research in laser spectroscopy techniques for analysis of nuclear materials for nonproliferation and safeguards applications. She is currently a DOE/NNSA Nuclear Nonproliferation and International Safeguards Fellow. Her interests include nuclear forensics, nonproliferation and the role of science and technology in policy-making. Prior to graduate school, she received her B.A. in Chemistry from Rutgers University.
